From a froobs point of view, you'll have enough IP to raise BM in late tl5 since you get breedcapped and titlecapped there pretty soon.
With this short recharge time you can spam it a few times fast when a fight is near end and you don't want to throw up your shield and wait most of the two minutes before attacking something else.
