how can there be a crit cap if agents get a +200% crit nano wouldnt that only be like 50% crit if there really is a cap

Yes, it does now. Didn't when LE first launched but they fixed it.

Did we forget something about a scope....the -400 init. really affects a ma. Not sure if its worth the extra 8% crit.
