On, yes, but 100%? I'd rather have a lower ql rifle at 100% than a higher ql one at 75% or 50%, unless you just want the bragging rights - in which case keep the higher ql one in your inv and post it whenever anyone asks what rifle u r using ;-)

@ Jedii: QL 200 peren at 75% is about as good as a ql118 rifle, but has a higher minimum. It's worth it if you have the cash.
Braging rights are also nice :).

this is nice if you need to buff sneak attack aswell for a low level advie/enforcer,
Fixer buff: Backpain 64 sneak attack
Agent buff: 30 sneak attack
Composite buff: 20 sneak attack
=114 sneak attack
so overall for twinking it's handy to get on a chirop without having to use so much ip in sneak attack so you can use that ip somewhere else.

well you can probably buff a weapon on much earlier with this nano, but remember OE, if the weapon goes 25% theres almost no point having in that high ql..
