This one has 2 second cast, the other 1 second. Seems the same otherwise. (apart from needing a cyberdeck for the other one)
No idea what the point in capping recharge is, since it can't be reduced.

not really sure but i think that being full agg takes 1 sec off cast and recharge time for nanos, and its .25 seconds for weapons but all weapons are capped at 1/1

i garantee it is all but impossible to cast this at 163. and the 80% lvl def will screw you trying to use it on higher lvl mobs

why? User Specialization & Fourth ... u NEED SPEC 4 wich is locked at lvl 191
