I finally got it made. I'm level 152 and can cast this with a MC mocham. Very nice at pvp.
I was level 140 and i could cast this using only Comp Infuse....
Just saying...
my level 118 can cast this selfed in perk reset

Selkies, if you ever have a heckler resist VE let me know, this sucks compared to VE-- i have majorly gimped rs and was kiting using VE at level 125 insta cast, if you cant chain cast VE kiting ely hecks there is a problem, especially since you are paid and have perks and whatnot.

Good for kiting pw borgs, when you cant have fixer there to buff you, cast it, and run away, cuz u cant cast it again quickly
