Hmm... I wonder, does the enforcer lose the bonus HPs after the duration? What if he already lost half?

IIRC, no. If you have 300/800, say, and 300/1131 with buff, you only fall back to 300/800 when the buff runs out.

Cant self this at 15 for me, but im at around 1.9k HP with CMI (100% selfed ofc.).

lvl 17 with this and upgraded Nelebs battlerod (adds 40 nano points with ever hit) I can keep recasting this and have 2.2k HP.. Solo abby 2 out of 9 times.

Fear forged blades are arguably the best lowbie twink weapons to place on an enforcer now (~L10) considering that you can use blessed with thunder/flower of life with twin blades. They are easy to equip, and the MA special attacks are just insane (1k dmg over 1 minute, and/or 600 instant heal). That along with mongo slam makes enforcers just crazy in low lvl PvP.

damage wise yes, but for pvm nelebs is good as you can chaincast things without having to sit down to recharge nano
