You dont cast it on yourself - you cast it on your enemy so you hit them better

I guess this looks pretty useful, I think they should make it debuff more than 78 and just have a shorter duration or something.

REALLY annoying when soling missions, mobs cast this on my keeper and then they start critting more

the lower your evades are the more likely you are to be critted, also the lower someone elses evades are, the more likely you will get a crit off on them.
