People pay 2 billion or more for a +60 damage item, and you guys are bitching about a +23 damage nano that at high levels is easily castable without spending ip in the skill/draining anything?

If you look at the very first comments you will notice them "bitching" about a range init debuff, therefore use your common sense and look at the versions from previous patches. :P

This does not stack with Fixer damage buffs, and I guess Agent ones (not to mention all the other profs with damage boosts).
