one unlucky Nanotechnician managed to cast this one on himself in front of other Nanotechnicians. Even though the situation then was quite dramatic, today they laugh about the incident remember how he lit up parts of Omni Forrest. see?

Well I guess the AI lvl req is to reward the hard working NT's who have spent time and effort playing their profession and gaining axp rather than a vast number of NT's that kite their way to TL7 in a matter of a few weeks - days even. No top of the line DoT's for j00 hecknoobs :P
