I just havent figured out to cast this yet at 220 :P reqs are pretty high... and lasting 6 mins is pretty dumb with these kinds of reqs

Should give 264 evade close at 220 regardless of breed so long as you have the skill maxed, % nanos like this are based purely on IP into the skill. So a fairly big advantage over RI/FoR in specific situations.

Duration and stacking orders should definitely be adjusted though to be more like Fixers'
