You need to be lvl 75 aswell i think, sadly... but have you tried the ncu perk? Fixers has a perk that adds 10 ncu with a lvl 10 req, or 40 ncu with a lvl 40 req, 100 with lvl 100 req and 180 with lvl 180 req. Problem is to find someone with this perkline =) and yes you can get it even if you are a froob. NCU booster is its name and the perkline is called Grid NCU Extention.
