I've used Bulk Trader to equip a 6-slot while having 5 NCU equiped when I cast. You just run it, unequip NCU, and then right-click unequipped belt. Even if the nano runs out 2 sec later, you've got it started and 70 secs later, you've got the belt on.
As far as getting the skills to run THIS nano an lvl <35, even if you COULD get your skills that high at such a low lvl, you would need a 6-slot already equiped with 6 NCU mems just to have everything you'd need running. Just get a Guardian Circuit Board and be happy.
