Actually, the problem is that the "Modify Skill x%" modifiers go on base values, meaning trickle down and buffs do not change it (as it would probably introduce a fair few bugs with the order of which effects happen). Now Heal delta depends entirely on buffs and trickledown from Body Dev and you can't put IP directly in it, so if this buff was castable on players or any other NPC, it would have absolutly no effect just like it on the MP Pets. The question is, when they fix it, will it mean other items that increase a skill by a percentage also be changed to perhaps include trickledown and buffs. I know there are evade and nanoc init buffs that work like this. Could be interesting to see when it does happen. Could be a unintended love for a few professions :)
