this is 50%. CH under this nano (assuming the poor target isn't already NSD'd) does HALF healing, not counting any bumps back up with various healing efficiency...so 5k for a CH.
The REAL purpose of this isn't just to shut down healing, but the perk heals. Perk heals count as your heals for efficiency, so that means Bio Shielding users and those who rely on BGH in times of NSD..er, need, should watch out that this doesn't cut your hopes down a lot
