I believe (not 100% sure, just my theory), but the reason you lose QW's when you zone is because of the playshift requirement check. Which I assume means that the game will check the requirement of the nano against your BASE skills when shifting to another playfield (or zoning). So if you don't have 480 base TS, BM and MM, then you will lose QW's when you zone. However, it may be that it's supposed to check against your current Skills (buffed or not) but there probably is a glitch with it which you can clearly see when lagging as you zone. Basically what happens when you zone is all your buffs listed in your NCU temporarily stop running (or disappear as if you don't have any buffs on at all), as your zoning, the game checks the requirements of any playshift items and so you fail the check and QW's cancels and you have to recast.
Now once you get past level 100, depending on your breed you may have 480 reqs. without any nano skill buffs at all....I'm nanomage and If not for title capping around 80'ish, I would have the base 480 skills without buffing.
Anyway, another thing that makes me believe there is a glitch is because I sometimes keep QW's when zoning even though that above issues happen. It's rare that QW's doesn't cancel (like once every 50+ times or so). I believe this is probably due to zoning real fast (like 2 seconds or so) because everytime that I can recall when QW's didn't cancel, I zoned really really fast as if I didn't even cross a zone border. This don't happen to me often as I typically lag a little when zoning (about anywhere from 5 - 10 seconds).
