I can cast this without expansion at level 100 - 105 depending on implant quality. It involves some good implants (about at least 160ish PM/SI/BM), 132 wrangle, some jess pistols, Odin's, reanimator cloak, Lya's glasses, few peices of miy's nano armor, collar of amplification and a few other minor things you should have by level 100 (like TL4 ring or presence). I had no VTE's, no expensive vest of Prof. jones, no zuwasda shirt.
The main thing is to ladder nano buffs....use masteries and expertise, get 132 wrangle which should allow you to use infusions. The infusions and wrangle should allow you to use odins. Getting odin's up and running should allow you to cast mochams and you should be at or near 830ish or more on PM, MC, TS and SI. If you have the NCU you can get MM and BM up too for the other pets. If you don't have the NCU, you can swap buffs around to cast each pet. You should be able to hold at least 4 mochams at once to be able to do so though.
Of course if your not froob, you can have this pet out well before level 100. Anyway, by level 115 even a froob should be casting the max level pets.
by the way, the above laddering of nano skills should allow you to keep mochams up until you either die or forget to refresh them. so as long as your careful, you won't have to ladder up anymore....you'd only need to get a wrangle to get the pet cast and that's it.
Oh and since having such a pet out well before it should be easy, the time it last is irrelevant because you should be casting high level pets like this for special occasions (like PVP or taking down a tough but much higher level boss)....not meant for normal play due to the 30 minute timers on MP pets.
