if it's 750 \ tick this is a pure joke. Landing 1 \ 20 casts then reduced by 50% witch is easely outhealed anyhow.
Er, not for anyone under level 205... 750 every 2 seconds is a guaranteed 1825 every 5 seconds. Advys can only heal -up to- 1484 every 5 seconds with their top heal that isn't level-locked to 205 -and- their 195 level-locked instant self-heal. And that's the maximum they can get if they chain-heal (or the maximum average, if you see what I mean - I divided the 27s self-heal's max by 5 to average it out to 'every 5s'); they often won't get that much. I don't see how that's easily outhealing, especially if the advy's taking other damage from crat pets and AS...
Try changing 'this is a pure joke' to 'this isn't a high-level item' (did you really expect it to be, with those requirements?) and that statement might just be a bit more credible.
And I can get my NR up to about 930 (TL5-capped). Admittedly that's not exactly twinked, but even if you only -barely- have the reqs to cast this, that shouldn't translate to 1 / 20 casts. Maybe 1 / 3. If you're unlucky. But that's just a guess.
