That means, in addition to checking 86% of the targets nano resist skill, it also adds 15% of their level (so a lvl 220 with 2000 nano resist would have effective 1720 NR and +33 more for resist, totaling 1753 defense check). This was added to snares and roots to keep from having the lowest ones being used. Pre-SL, many professions could get around without spending the IP for top nanos, but with the level check, mobs and players got enough bonus to make them work less.
For example, lowest fixer snare adds 340% level for defense, which versus a lvl 200 mob or player, adds 680 to their nano resist check...15% on this root becomes very forgiving!
