Yeah I'm curious as to the capped 1s recharge...As far as I know nano recharge times are set in stone, nothing can change them, only the cast time can be lowered with enough nano initiative.

This + Notum Overload + Enfraam's Perception Deciever work awesome in keeping high level Ranged Aliens at bay so they can not hit you while you Nuke them into the ground.
