What is the difference between Reflect projectile damage 13 and Maximum projectile reflect 7?

IF im not wrong then the Maximum projectile reflect 7 means that when enemy hits you then damage reflected back on him (max 7..) and Reflect projectile damage 13 means that 13% of the proj damage is reduced every time someone hits you.

Not 13%. I might be wrong but i think it means 13 dmg is blocked and 7 of that 13 dmg is reflected back at the attacker.

Nope, it is 13% (so if you were to get hit for 1000, you would take 870 instead (reducing the hit you would have taken by 130 dd in this case). It will reflect back up to 7 damage, but never more than the damage it is reducing (so if you would get hit for 10 dd, you would take 9 instead and do 1 damage back to your attacker)
