Like all the other Expertise and Proficiency nanos, this is no longer shopbuyable. However it does drop fairly commonly (maybe 5% chance) from level 10ish Shadows in the subway. I've found this multiple times, but never any other ones.
[Vicinity Loot Messages] Hlathguthr looted Nano Crystal (Aimed Shot Proficiency) from Remains of Shadow.
