is this on every person in the team 1 ncu or does the doc get a higher numbre of used ncu? like with the trader umbrals or just 1ncu for doc to?

Some talk on forums says that this acts as a better team heal that the new Superior Team heal because of recharge time and guaranteed heal amount. Not sure how accurate that is though.

It's why the original Life Channeler had such a long recharge, because it could be recast and would heal you for the amount you got back while still having the HP buff, aka you'd be healed for 1.3k flat before efficiency.
This would be team heal for 3k before effieciency, so a 4k flat heal on demand every 3.4 seconds, I could see why some would wanna see this nerfed.

Does this thing have a target level requirement? or can I go around giving level 1 froobs +3k hp?
I can't seem to find anything about lvl req on any part of this nano, 'less im blind x]

Nope, I was getting 3k HP bonuses while in team with a 220 doc doing the Ado run. I'm sure if you wanted to give a 3k HP boost to a lv 1 froob, you could, but it's not the longest duration nano out there.
