It's bugged. If you try to delete it, says it is a hostile program you can't delete. (you can delete it at the reclaim ;) )
Flags Modified Description, Default Target, Buff Nano
You can see the other programs in the line, I think "Default Target" is the problem. I hope it is fixed in next patch.
