The lower ones have twink value, thats why they are generally more expensive than the higher ones.

Nobody else is going to mention that this QL173, Level Lock 165 Enforcer nano has a whole +5HP buff? I mean the rest is nice but really.... why bother?

Same here, WildRain. I just looted the nanocrystal from Bileslice the Scavenger (level 182, anun slasher boss) at 1319, 3073 in Perpetual Wastelands, northeast of city 1D.
