I will hopefully be self-casting this soon on my level 24 froob enf. Had to choose between this and headcracker, which would have also been nice since it's a neleb's nightmare battlerod twink. I figure the inits on this will be really useful.

Yes you can get this at lvl 15 without CI, even as a fr00b, although would require around ql 80 imps I'd say.. And CT is at 15, CI isnt
