not really, atleast not in TL 5 and under PVP. Blinds can be the deciding factor if you get capped FAs/Bursts or you dodge them.
fixers and some pistol soldiers have shitty AR because they are dual weilding a shotgun and pistol so their AR is mixed and low. also if you got a uber dodge ranged setup most of the gimp players wont even land more then 3 hits on you when they are blinded.

Ats afaik dual weilding dif weps makes each special either go off main hand or individually O.o but meh, my point is you would need to have some pretty good evades anyway as its not even as good as a limber >.<
