It's probably not better 'cus soldiers are absorby - so evades + absorb + armour = omgwtfpwnt.
(Puny metas get a +60 buff, and nanotechs get +80)

Like Vladja said, isn't this just a cute little buff to even out Total Focus or Tank armor negates? Not really supposed to be a defining buff.
