In a one vs one situation you still can't alpha an engie as a soldier, even after special blocker gets fixed from 3 to 30 secs. However using a high min damage gun and perking when cocoon are down should bring the fight to more even grounds.

He meant something different: This nano can be casted every 2 minutes, but once activated, it lasts for 1:20 min , so you only have to wait 40 secs after it is down to cast the next one ^_^

will take over half of this nano's reflective powers out of the game. And unlike this best mirror shield, that thing is castable on much lower levels. Two mins without nano skills and you get hit with -48 reflect thingie... Isn't that gonna hurt?
